The Disaster Pooling Fund (PFB) is the primary instrument of the PARB Strategy. The PFB is a scheme for collecting, accumulating, and disbursing funds specifically for disasters by a fund management institution. The establishment of the PFB aims to protect the state budget from disaster-related pressures through proactive efforts during non-disaster periods, through investments in the form of accumulated funds and risk transfer through insurance.
The PFB will also increase the government’s capacity to fund mitigation and preparedness activities, as part of investments to reduce the risk of loss of life and property due to disasters. The PFB is designed to provide funds for pre-disaster, emergency response, and post-disaster financing in a sustainable manner.

Regional governments (Pemda) can now begin preparing proposals for pre-disaster and post-disaster activities to be funded through the PFB mechanism in the 2027 Fiscal Year.
Pada tahun 2021, Pemerintah Indonesia dan Bank Dunia menandatangani Perjanjian Pinjaman Proyek IndoRISK. Proyek ini bertujuan mendukung pengembangan kelembagaan Pooling Fund Bencana (PFB).
Proyek ini menggunakan skema Investment Project Financing with Performance-Based Conditions (IPF-PBCs), di mana pencairan dana didasarkan pada tercapainya target kebijakan reformasi pengelolaan dana bencana. Proyek ini telah diperpanjang dua kali (2023 dan 2025) untuk memastikan optimalisasi pencapaian PBCs.

Sebagai bagian dari Legal Covenant, Pemerintah Indonesia berkomitmen menyusun Environmental and Social Commitment Plan (ESCP)
dan membangun sistem manajemen (ESMS) untuk memastikan dana PFB tidak menimbulkan dampak negatif lingkungan atau konflik sosial.
Mekanisme pendanaan bencana adaptif memecah kekakuan siklus anggaran tahunan. Kumpulkan dana selama masa aman, lindungi aset selama bencana, dan percepat pemulihan pascabencana.
